BuLGA hosts PHALGA’s 6th Mindanao Geographical Conference

MALAYBALAY CITY (Bukidnon News Dispatch / February 24, 2012)— Philippine Association of Local Government Accountants, Inc. or PhALGA held its 6th Mindanao Geographical Conference in Malaybalay City at the Folk Arts Theater from February 22-24.


Hosted by the Bukidnon League of Local Government Accountants (BuLGA), about 1,000 participants came from the three islands of the country, said Richel R. Okit (Bukidnon Provincial Accountant). Participants comprised of provincial and municipal accountants, and barangay officials, added Okit.


Day 1 was started with the arrival and registration of participants. Then, Governor Alex P. Calingasan delivered the welcome address, followed by the Declaration of Opening by Jerry John D. Galan, PhALGA vice president for Mindanao.


With the theme “Enhancing Accountability and Competence in Fiscal Administration”, the keynote message was given by former senator Juan Miguel Zubiri.


Other talks given on day 1 were by Mayor Ignacio W. Zubiri on ‘Best Practices’, Dr. Emmanuel D. Magsino, PhALGA adviser and former president (Municipal Accountant of Gen. Trias, Cavite), on ‘How to Handle Stress’.


On day 2 Updates on Republic Act (R.A.) 9184 or ‘Alternative Mode of Procurement’ was tackled during a technical session by Engr. Marilou D. Reyes (chief of Technical Services Division, Commission on Audit/COA). Also discussed were ‘Disposal/Appraisal of Property, Plant and Equipment’ by Engr. Jose A. Damole (State Auditor V, National Government Sector, COA cluster B), and ‘Ombudsman Cases Affecting Local Government Units/LGUs’ by Humphrey T. Monteroso (Deputy Ombudsman for Mindanao).

On the last day of the conference which is a technical session, ‘Department of the Interior and Local Government (DILG) updates Re: R.A. 10121, Calamity fund, R.A. 10147, 20% DF Utilization’, were covered by Nilo P. Castañares, Assistant Regional Director of DILG-10.

Open forums follow after every session and the closing remarks was given by Maria Pilar G. Ramos, PhALGA executive vice president.

“The sessions are very informative for us accountants and timely, such as those tackled on the disposal/appraisal of properties, updates of RA 9184 which impart new guidelines,” said Municipal Accountant Gilbert Grado of Mambajao, Camiguin.

Though it was a tiring travel [to Malaybalay], we are enjoying the lush green environment and commend the talks given by the speakers expert in their fields said Irene Sabaldan, Municipal Accountant of Dinagat Islands, Surigao. Participants from Dinagat Islands comprise of seven local government accountants and seven pairs of barangay captain-treasurer. (Hazel Mae A. Generalao)
