Capitol’s outstanding personnel, units honored

MALAYBALAY CITY-  (Bukidnon News Dispatch/04 October) – Four officers of the Provincial Government of Bukidnon, outstanding offices and units, and about 140 loyal personnel were honored during the culminating and awarding ceremony of the Civil Service Commission anniversary celebration.

Marie Carmen C. Unabia, department head of the Provincial Economic
Enterprise Development and Management Office (PEEDMO) led the winners of the outstanding officials/personnel. The other recipients were Dr. Melodee A. Aguirre (Bukidnon Provincial Medical Center), Aida B.
Loveres (PEEDMO), and Dominador D. Libayao (Provincial Social Welfare
and Development).

The four were given plaques of recognition, according to Emmanuel
Paano, of the Capitol’s human resource and management office IV and
sports coordinator of event.

The PEEDMO won the Most Outstanding Provincial Office award and the
Provincial Housing and Resettlement Division, the Most Outstanding
Division award.

Also pinned for loyalty awards were 140 personnel from the province’s
different offices and units.

Gov. Alex Calingasan and Vice Gov. Jose Ma. R. Zubiri Jr. graced the
occasion on September 30 at around 3p.m .

The search for outstanding provincial office, division, official and
employee was a response of the provincial government to the provisions
of Executive Order No. 292 to those who/which have shown extraordinary levels of performance.

These awards are established in order to motivate and inspire public
servants to enhance their competence, productivity, and moral values,
according to data from compilation of the Provincial Human Resource
Management Office.

The search evaluation was launched on September 5, deadline of entry
submission on September 9, and validation and interview on September
20-21. The period of evaluation covered rating periods from July to
December 2010 and January to June 2011.

Paano said the evaluation of the search was spearheaded by the
Provincial Program on Awards and Incentives for Service Excellence
(PRAISE) Committee.

Provincial administrator Provo B. Antipasado , committee chair and
Oscar D. Belderol, HRMO chief  as vice chair, and committee members:
board member Clive D. Quiño, Marie Carmen C. Unabia, Salvacion C.
Dedicatoria, Fe C. Retuertas, Richel R. Okit, Edgar C. Sanchez and
Maria Gina Doydora composed the committee members.

As soon as she was nominated, Unabia said she inhibited from the committee.

The following criteria were used in selecting the winners:

Most Outstanding Office:
Accomplishment of the Office on the Regular Function (35 percent);
Personnel Management and Capability Development Activities (30 percent);
Budget Performance (15 percent);
Demonstrated Teamwork, Cooperation and Cohesiveness (10 percent);
and Reliability and Effectiveness of the
Innovations/ideas/accepted/adopted (10 percent).

For the Most Outstanding Division:
Accomplishment of the division on the regular function (40 percent);
Personnel Management/Capability Development Activities (40 percent);
and Demonstrated Teamwork, Cooperation and Cohesiveness (20 percent).

Outstanding Official/Employee:
Acted promptly and judiciously on the job/work assignment and
performed extra duties beyond those normally assigned (20 percent);
can work well with others (20 percent);
can achieve targets with minimum supervision (20 percent);
has at least a Very Satisfactory Rating for the past two rating
periods (20 percent); and has a good attitude, disposition and
positive outlook in work situation (20 percent).

Loyalty pins were given to provincial government employees who have
been in service for 30 years and above, said Paano.

Other parts of the culminating event include Provincial Government of
Bukidnon (PGB) Got Talent: Executive Edition contest proper, awarding
of trophies and cash prize of sports competitions, fun run and
obstacle race. Also an Overall Champion team was given a trophy.

Among intermissions during the event was by ‘Flip Duo- Dancing Duo’,
Ed Jo Padrones and Jerome Ebasan, from Municipality of Maramag in
Bukidnon who are currently semifinalist to Pilipinas Got Talent Season
